It has been suggested that I should be a bit more explicit about conflicts of interests. Here are some of the common criteria:

1. when an author is a member of your family (e.g., your spouse).

2. when an author is your PhD advisor, your PhD student, or planned to become your PhD student.

3. when an author is employed at the same institution as you, or has been working there in the past 12 months, or is going to start working there in the near future.

4. when an author is or is planned to become your postdoc, or has been your postdoc within the last four years.

5. when you have ongoing or planned collaborations with an author, or have had collaborations within the past four years.

In borderline cases, I trust that you make conscious decisions. Please be aware there can also be a conflict of interest if none of the above criteria applies.

Since each submission will be assigned to two PC members, and since the PC consists of 20 people, each of us will be assigned about 10% of the submissions. Please try to select 15--20% of the submissions as "want" or "maybe", so that a reasonable assignment can be made.

At the same time, please declare your conflicts of interest. You clearly have a conflict with yourself, your immediate colleagues, and your regular collaborators. Beyond that, please apply common sense and make honest decisions. If you end up having a conflict for all papers in your area of expertise, then you have probably exaggerated. Conversely, if there is an author you are seriously mad on for some reason, it may be appropriate to declare a conflict even if none of the usual formal critera applies.
